Pasta, Broccoli, and Red Pepper Salad with Lemon-Ginger Dressing

- 1 red bell pepper
- 4 scallions, large
- 2 tbsp peanut oil
- 1 tbsp Asian roasted sesame oil
- 2 lbs broccoli
- 1/3 cup pine nuts
- 3 cups small shell pasta
- 4 oz feta cheese
- 1 clove garlic
- 1 piece fresh ginger, 1/2 inch
- 1 tsp sugar
- 1/2 tsp dried marjoram
- 1/2 tsp dried basil
- 1/2 tsp hot pepper salt
- 1/2 cup peanut oil
- 2 tbsp Asian roasted sesame oil
- 1/4 cup lemon juice
